Lebanon is witnessing one of the gravest crises in its modern history, the result of overlapping political paralysis, economic collapse, and recurrent waves of violence. Years of instability—together with the long-term repercussions of the Syrian crisis—have eroded governing institutions, unraveled the social fabric, and deepened the loss of trust in the state. The COVID-19 pandemic exposed the fragility of public systems, while the Beirut Port explosion caused unprecedented human and material losses, leaving deep social and psychological wounds. The most recent war has further intensified the humanitarian situation by widening damage to infrastructure and livelihoods and increasing the numbers of those affected and displaced; it has also clearly revealed the weakness of the response system and relief services and the dispersion of their resources, leaving broad segments without adequate support and in acute need.

Since 2019, the financial and economic collapse has pushed large segments of the population into poverty, while unemployment and emigration have reached historic levels. Public services—already fragile—have crumbled under the weight of fiscal shortfalls and mismanagement. Recent waves of violence have further destroyed livelihoods, displaced families, and increased insecurity across multiple areas.

Amid this tangle of crises, civil society organizations and local actors shoulder responsibilities that exceed their capacities. They have provided essential services, helped maintain social cohesion, and advocated for rights and accountability. Yet they operate under immense pressure: limited resources, overstretched staff, and a shrinking civic space. Even so, their role remains essential to the survival and resilience of communities.

In this particularly fragile context, WARD – The Working Assembly for Rights and Dialogue stands out as a necessary platform to unify efforts and amplify the voices of local actors. The alliance seeks to turn fragmentation into coordinated action by enabling collaboration, shared learning, and advocacy, and by strengthening work in human rights, the environment, humanitarian relief, and other urgent priorities of civil society organizations.

WARD is a national alliance of civil society organizations and activists. It provides a participatory platform to advance human rights, environmental protection, humanitarian relief, and the broader civil society agenda in Lebanon.

Mission:

Empowering local actors and CSOs to coordinate community-driven work in human rights, the environment, and relief via a participatory platform for dialogue, collaboration, advocacy, and capacity-building.

Vision:

A cohesive and transparent Lebanese civil society, working collectively to serve communities and advance justice, rights, and sustainable development in an environment of respect, legal protection, and good governance.

Objectives:

National dialogue & coordination: convene actors and connect initiatives.

Evidence-based advocacy: legal protection, fair funding, community participation, transparency.

Awareness & capacity building: public campaigns, training, technical support.

Who Can Participate

Participation is strictly limited to Executive Directors or Founders of NGOs that meet the following criteria:

The organization is officially registered for at least two years.

Active in one or more fields of work, including but not limited to:

Peacebuilding and conflict transformation

Human rights and social justiceWomen’s empowerment

Youth engagement and education

Arts, culture, and creative expression

Environmental sustainability and climate justice

Humanitarian relief and community development

Health, psychosocial support, and well-being

Commitment to attend the launching ceremony and to actively participate in subsequent activities and assemblies.

يشهد لبنان واحدة من أخطر الأزمات في تاريخه الحديث، نتيجة تداخل الشلل السياسي مع الانهيار الاقتصادي وتكرار موجات العنف. فقد أدّت سنوات من عدم الاستقرار، إضافة إلى التداعيات الطويلة الأمد للأزمة السورية، إلى تقويض مؤسسات الحكم وتفكّك النسيج الاجتماعي وتعميق فقدان الثقة بالدولة. كما كشفت جائحة كوفيد-19 هشاشة المنظومات العامّة، فيما خلّف انفجار مرفأ بيروت خسائر بشرية ومادية غير مسبوقة وجرحًا اجتماعيًا ونفسيًا عميقًا. وزادت الحرب الأخيرة حدّة المشهد الإنساني عبر توسيع نطاق الأذى على البنى التحتية وسبل العيش وارتفاع أعداد المتضرّرين والنازحين، في حين أظهرت بوضوح ضعف منظومة الاستجابة وخدمات الإغاثة وتشتّت مواردها، ما ترك فئات واسعة دون دعمٍ كافٍ وفي مهبّ الحاجة.

منذ عام 2019، دفع الانهيار المالي والاقتصادي بشرائح واسعة من السكان إلى الفقر، وبلغت معدلات البطالة والهجرة مستويات غير مسبوقة. وتهاوت الخدمات العامة، التي كانت تعاني أصلًا من الضعف، تحت وطأة العجز وسوء الإدارة. وزادت موجات العنف الأخيرة من تدمير سبل العيش وتشريد العائلات وارتفاع مستويات انعدام الأمن في مناطق متعددة.

في ظلّ هذا التشابك من الأزمات، تحمل منظمات المجتمع المدني والفاعلون المحليون مسؤوليات تفوق قدراتهم. لقد قدّموا خدمات أساسية، وأسهموا في الحفاظ على التماسك الاجتماعي، ودافعوا عن الحقوق والمساءلة. ومع ذلك، يعملون تحت ضغوط هائلة: موارد محدودة، وكوادر مثقلة، وحيّز مدني آخذ في الانكماش. ومع كل ذلك، يبقى دورهم شرطًا لبقاء المجتمعات وصمودها.

وفي هذا السياق الهشّ تحديدًا، يبرز التجمع الوطني للحقوق والحوار كمنصّة ضرورية لتوحيد الجهود وتعزيز أصوات الفاعلين المحليين. يهدف التجمع إلى تحويل التشتّت إلى عمل مُنسّق، عبر تمكين التعاون والتعلّم المشترك والمناصرة، وتعزيز العمل في حقوق الإنسان والبيئة والإغاثة وسائر الأولويات الملحّة لجمعيات المجتمع المدني

الرسالة

تمكين الفاعلين المحليين ومنظمات المجتمع المدني لقيادة جهودٍ مجتمعية منسّقة في حقوق الإنسان والبيئة والإغاثة عبر منصّة تشاركية للحوار والتعاون والمناصرة وبناء القدرات، بما يعزّز الصمود والتماسك الاجتماعي.

الرؤية

مجتمع مدني لبناني أكثر تماسكاً وشفافية، قادر على العمل المشترك لخدمة المجتمع المحلي، وتعزيز قيم العدالة، الحقوق، والتنمية المستدامة في بيئة يسودها الاحترام، الحماية القانونية، والحوكمة الرشيدة.

حوار وتنسيق وطني: جمع الفاعلين وربط المبادرات.

مناصرة مبنية على الأدلة: حماية قانونية، تمويل عادل، إشراك مجتمعي، شفافية.

توعية وبناء قدرات: حملات عامة، تدريب ودعم فني.

من يمكنه المشاركة
يُحصر التقديم حصراً بالمديرين التنفيذيين أو المؤسسين للمنظمات غير الحكومية التي تستوفي المعايير التالية:

أن تكون المنظمة مسجّلة رسميًا منذ ما لا يقل عن سنتين.

أن تكون ناشطة في واحد أو أكثر من مجالات العمل التالية (على سبيل المثال لا الحصر):
